A Letter from the Director...

April 2021

Dear Families,

Recently, The Texas Education Agency, which is the State Agency responsible for public education in the state, updated several documents that are designed for families of children with suspected or identified disabilities.

The three documents that have been revised are:

  • Parent’s Guide to the Admission, Review, and Dismissal (ARD) Process, (links provided below)
  • Notice of Procedural Safeguards, (links provided below)

  • Dispute Resolution Handbook, (Information can be found on the TEA website)

The revisions are based on feedback provided to TEA by the Office of Special Education Programs (OSEP), which is a division of the United States Department of Education. OSEP requested that all LEAs in Texas distribute the updated versions of these documents to all families who received the previous versions during the 2020-2021 academic year. This includes families of students who currently receive special education services, students who were evaluated and were determined not eligible for services, as well as students who are currently being evaluated to determine if he/she needs special education services.

We encourage you to review both the Parent’s Guide and the Notice of Procedural Safeguards carefully. Attached you will find a summary of the changes as well as any updated version of those documents. A copy of this letter will be placed in your child’s Special Education Folder to document that copies of the new documents have been delivered.

If you have any further questions about these documents or would like to receive a hardcopy, please feel free to contact me anytime at (903) 572-8096 or
